theres a lot of steps i think, pre arrival eligibility security etc. Whats your CPC?

did you apply under ukrainian or some program like that?

to link, you need to create a gc key acount first with your email address

No I did not , I have also created an account but every time I try to link the application it says your application can not be found

yes! i found mine once i put in country of birth or something like that

you need to take a long sleep unless they won't send you a permanent application number you can't link it Good Luck
