They can certainly try applying for a TRV. However the TRV will most likely be refused due to your status in Canada.

There are no consequences in trying to apply for the TRV.

As a refugee claimant what are the possible ways for family to join you if you included their names on your application? And at what stage of the application can you take this actions?

They can try to apply for the TRV. Again, high chance of refusal but they can try. This is really the only way they can try to come now.

Otherwise they are going to have to likely wait a few years before they can come to Canada. You need to have your hearing, have your case accepted, and their PR applications have to be processed and approved before they can come here.
