Everything is completed except Background check. got an update in GC key like below. can you guys tell what does this mean ?

Final decision - February 21, 2024: Your application is in progress. We will send you a message once the final decision has been made.

It means your application is approved - you should see COPR number soon or receive P1

They are checking your criminality, security and info sharing. No one can tell you how long it takes because it depends on your file, it can take one day and can also take couple of weeks. What’s your AOR ?

As per immitracker, almost 25 % of the cases submitted are PPR's now. Another 25 % are on background check.
The rest is between biometrics, medical

They're not all accurate/updated though, but yet I think it looks good so far

So this means that they are slow with Nov AOR across the board.

It depends on what's your definition for slow. As indicated on their website the average processing time is around 6 months. right now we NOV AOR are in our 4th month.
