He is talking about a scenario when you have PR application in process and you leave Canada BEFORE you get the Portal request (where you ack that you're in Canada).
If you complete the portal request and then travel - you are good to go. Just need PRTD to come back if you get COPR while you are outside.

Got the portal 2, updated the address and photo on September 19th, still waiting for the Ecopr. No updates yet. VO Montreal.

I confirmed my presence in Canada on September 18th. Still waiting.
Called IRCC to ask about the delay. They said they have huge backlog in Montreal VO and can’t tell how long it will take.
