Need to travel - PR card is cut into 2 pieces and waiting for citizenship certificate

Hi everyone, kindly need ur valiae suggestion in the below scenario:
Our travel date is nov 25, 2023, 1 week ago I received email that to destroy my daughter PR card so that her citizenship certificate can be sent, I already cut the PR card and sent them the scan copy, now it has almost been 2 weeks still waiting for my daughter citizenship certificate.
I tried to contact the IRCC multiple times over the phone they ask me to wait .
In case we dont reveiev the certificate on time , what are my options as per the above scenario, my daughter is dual national, will she be able to travel on her other passport.

Is it paper certificate she receiving ?

If the other passport allows her to enter Canada without PR card, she should be ok.

Other countries have eTA which you can get quickly like for citizens of Aus, UK n all.

Ambiguity is in the question. The OP should mention the citizenship to get better answers

Most likely a Pakistani

Canadian PRs and citizens cannot get eTAs. This path is a non-starter.

The paper certificate doesn't allow travel. Whether she will be able to fly depends on the passport she holds.

Yes, she has Pakistani Passport as well, we are travelling from Canada to Pakistan, my question is about Leaving Canada , as once we reach Pakistan , we can apply for her PRTD.

She can leave Canada. There is no issue at all leaving Canada.

A PRTD is not possible. Citizens do not qualify for PRTDs. She will need to get a Canadian passport to be able to fly back to Canada.

Hope certificate do come by mail by then, call or email to oath invite address or VO to follow up for cert, else if travel plan is firm and can not be delayed then proceed and go to PAK, meanwhile here in Canada someone will receive certificate by mail here, mail you back to PAK, then you can apply for Canadian Passport through Embassy in ISB, and upon issuance come back to CA.

An alternate could be that if you receive the e-certificate, she can apply for passport from the Canadian Embassy in Pakistan

Yes possible, via DHL or FedEx. I once received in Canada from UAE. You can call or visit to said to confirm further.
