I took the oath today and sent the signed form immediately after.
When should I receive the instructions to download the e-certificate ?

Keep checking , suggestion send them email at same ID where you sent oath forms after signatures,

we got our certificate within hours after oath and for kids we sent the a note stating we got for ourselves and seems like kids certificates were missing and we got them back in 1-2 hours.

Rest you can allow day or so or keep checking

Background verification- may5th
Test 1 (passed but technical error )- July 14th
Test 2 passed - August 4th
Passport request - August 8th
Language & prohibitions complete- August 8th
Physical presence - September 19th
Email to download e-certificate- September 23rd
Oath ceremony- October 17th

Oath completed
Citizenship e certificate downloaded - October 18th

It did work in my case, ordering GCMS notes. Try out your local MP as you mentioned. They may forward your concerns
