Why Ottawa is taking so long compared to Brampton in providing Surrender Cert. It's been more than a month since I submitted my app. I thought all these applications ultimately get processed in Ottawa.

Not really. Consulate does work on there own too. Personally I feel staff assigned at Ottawa is comparatively less than Toronto and Vancouver based on volume of application they receive. Also high commission have other responsibilities too. I got mine in 5 weeks 3 days and I know recent ones waiting since 7 weeks. OCI is taking 10+ weeks for Ottawa now. Post ban Ottawa has slowed down drastically compared to Toronto and Vancouver.

Is there any risk of delay or otherwise, if we apply for surrender passport before getting Canadian passport ? If there are no travel plans and no urgency then does it make sense to wait for Canadian passport before surrendering Indian passport ?

For the last few months BLS within Toronto jurisdiction does not accept surrender application without Canadian passport.

That is correct I can confirm I called the last week to confirm and they said it is mandatory. They are not accepting the letter anymore where we can say that it is under process

Passport seva till the SC is printed and later on BLS to know the courier/collection day.

Dispatch -> Does it mean couriered ?

I don't think so. I haven't received the tracking link from Purolator. And I think once it's dispatched the status changes to dispatched by courier.
