In all cases. if you don't have PR card neither PRTD, you can travel that way.

Update:
Montreal eCOPR: July 26th I sent an email to inquire about the delay in the PR card: Sep 7th I received an answer to my email saying that they pushed the application for processing: Sep 15th GU1: Sept 15th GU2: Sept 22th (We mailed your permanent resident card to you. Your card can take up to six weeks to arrive) Card Received: Sep 26th
Where did you send an email? I received my eCoPR on June 20. Called IRCC on July 25. They told me not to call again within 2 months of that date. Still no card.
Hi there, I got the GU of card being mailed and then the photo status in PR portal changed from "In Review with IRCC" to "Accepted by IRCC", the next day.

I personally did this multiple times to visit US since my copr date of 28th July without any issues. The only thing they ask is signed ecopr copy to verify.
My spouse received her card today. She received Gu1 on 13th Sep. She got GU2 on 20th Sep and today (25th Sep) she received her card. My (I am the primary applicant) GU1 is also on 13th Sep and have not received GU2 yet. I have emailed IRCC and waiting for the response. Spoke to MP office too and not sure how soon they would take it up with IRCC. My ECOPR date - July 14th 2023.
With reference to above, finally I received my PR Card too (e-COPR - July 14th 2023)!. Thanks every one, this forum is TRULY AMAZING...the experience sharing helps a lot....Good luck...
