16 months is a long time to not have test invite. Background complete normally takes time which in your case is complete.
I see you already talking to IRCC and MP office. You can wait for 2 more months and then escalate to both of them.

Every two week raise a webform and ask for update. Someone would notice it and hopefully schedule the test.

Search for the MP using the postal code(https://www.ourcommons.ca/members/en) and then go to Contact section, get the email.
