I may be wrong and happy to be corrected but from what I have read, there is a grace period of 3 months for you to travel on indian passport after acquiring Canadian citizenship. However if you travel after 3 months you may be penalized.
Was yours a postal application? If yes, did you pay again for the OCI delivery as your return label had been used to deliver your surrender certi and passport?
It was walkin. I paid them (for delivery of OCI and original surrender certificate both) at the counter when I submitted it through Walkin application.

Do not send any originals when you are applying for OCI by postal application
Only send self attested signed copy of supporting documents along with application form, photograph and draft

My situation is, I traveled after the 3 month grace period and know that there is a penalty. What I cannot understand is, how this penalty is paid because nowhere in the renunciation application they ask for passport usage beyond 3 months, and request payment of penalty.

I am in Greater Toronto area (Brampton). they checked my original Indian cancelled passport and surrender certificate. They took my origional surrender certiciate and couirered me back within 7-10 days.
