I believe all they can do is notify the officer, and they do actually forward your correspondences to your officer, the problem is there are asshole officers that do delay things on purpose, or leave without an auto reply message its a complete joke!!!!! un supervised officers and workers !!
Don't know what to say folks, it is frustrating and day after day I am realizing whatever we do it won't help! but I believe it worth to keep bugging them for any update (even if nothing is happening) I did sent immigration minister an email, I recommend everyone do the same: minister@cic.gc.ca
Put all your application details in the signature and write at least couple of paragraphs explaining your immigration journey and why citizenship is important to your case, and how bad you feel that your application is left behind etc etc.
maybe if his office notices that much of emails coming he would do something (MAYBE)

I got instructions to download e certificate today (July 25)
when I tried downloading my e certificate after creating account on portal it says …..
There were issues submitting your form.
Your e-Certificate is not available. Please try again 2-5 business days after you provided your signed Oath of Citizenship.
Was the e certificate available right away in your case after creating account on portal???
or
did you wait for few days after creating account ??

Just to add that the e-certificate was ready to download at 2:30pm and I just finished downloading and will prepare my passport application
