Is your asylum seeker working with a lawyer? It may go a lot easier if a lawyer supports you.

You'll need to file the appeal in court but also serve the parties on the other side with the petition.

You'll definitely need a lawyer to have judicial review allow. The process maybe cumbersome for a non lawyer. Moreover, you'll also get a legal advice.

You really should hire a lawyer. Most aren’t successful but without a lawyer it will be extremely difficult.
