Congrats! If you have tracker, then would you happen to notice how many times the updated date in there changed? And what is it right now after your portal?
Thanks! - Date updated to today after I got Portal 2. But everything else is the same, Eligibility not started, child's BG is In Progress, though I received his portal 1 and 2.
Digging into my tracker (inspecting elements) it says for the 04-20 update (changed today): lastUpdated: "2023-04-20T13:58:42.000Z". I thought it glitched out from 04-19 (old date) but for every categories underneath the history it says: dateLoaded: "2023-04-19T13:42:32.562Z". There is a time difference between the two, so it should not be a glitch. Another thing I noticed: in the GCMS notes (IRCC) (Request Date: 2023/04/19), it said: 'Status: Ready to be Assessed' under 'INFO SHARING: 1'. I am assuming, at the very least, it got assessed and got changed to completed on 04-20, and maybe other things for the background check too . Also, since I did not get the notes from CBSA (their response/reasoning to not processing it within 30 days was something generic: backlogs), I am thinking 'Security' must have been going on, and as long as they delay the notes, they do not have to redact security information. Anyhow, something changed on 04-20, and that should be a good sign.
I am applying Non-EE through PNP inland and received AOR on May 3rd. We are expecting to have a new baby by the end of May. Once born, this baby will be Canadian citizen.

i don't think report this to IRCC will hurt anything or impact your application process. Simply inform them if there's anything changes in your family for their information.

I am BC PNP skilled worker, Does anyone have similar experience, IRCC asked me for Additional Document on March 28th, there is no updates since then, also I check the tracker and my account:
March 22, 2023 We are reviewing the additional documents you provided.
On March 28th, 2023 (Background verification status has been updated to Completed)
However, I call the IRCC agent, they said they are still check my background and they have not start eligibility, so wired

March 10th, Medical Passed
March 15th, ADR (T4, employment verfication etc)
March 22th, ADR submitted and reviewing

Thats Express Entry Checklist and for EE people, they get their personalized checklist. This is nonEE thread and for nonEE people they have generic checklist which has Birth Cert/equivalent proof of non avail mandatory as indicated above by @Muhammad679 .
I don't know why is this being debated. The NON-EE checklist clearly says under Identity and Civil Status Documents:
You must provide the following documents for you and your spouse or common-law partner ( - this is also specified under children information):
birth certificates;
meaning of must:
1. be obliged to; should (expressing necessity).
for example: "you must show your ID card"
2. something that should not be overlooked or missed.
@VenkateshMR you need to read the original post, the OP said in his notes IRCC "requested" the document and will cancel and return the application as it did not pass the R10 Completeness check. Isn't this enough to indicate that this document is required?
"REQUEST FOR A BIRTH CERTIFICATE SENT VIA ONLINE. IF DOCUMENT IS NOT RECIEVEDWITHIN 7 DAYS THE APPLICATION WILL BE CANCELLED AS APPLICATIONDOES NOT MEET R10 AND THE ENTIRE APPLICATION PACKAGE WILL BE RETURNED TO THE PA".
Maybe you applied under some other program that does not require this but the PNP NON EE requires this. If you applied for PR under the NON-EE Stream then you are in the same boat and need to send off the missing documents. - End of story
