i just called ircc again, everything including security is cleared for me and my partner, the primary office is Montreal and secondary is NDVO and the last update on my file was made by Montreal office. So the agent suggested to raise a webform for both the VOs. I guess you had the same case right? What all should I include in webform as I don't have gcms notes yet? Can I say that I talked to an ircc agent and he confirmed everything is cleared and it is just pending with visa office to issue a COPR?
I am in same situation. COPR was issued on 22 feb,23 still no update. I raised a webform to NDVO and they replied that my case has been forwarded to concerned agent. Its been 15 days to that message now.

As per my GCMS notes what worked for me was contacting the Secondary VO, so in your case send a webform to NDVO:

It's my Secondary VO that saw my message, considered it stupid that nobody contacted me when COPR validity was already less than 4 months and sent the message to Primary VO Montreal to issue RFV. And in the end VO Montreal reacted to this message the same day, before then they never even noted in GCMS that I contacted them via webforms.
Obviously attach screenshot of COPR validity and numbers from the tracker and explain from the first phrase that:
1) COPRs were issued on the tracker, so your case was finalized on ....
2) till now you had no RFV letter and that's already for ... months
3) your COPRs validity expires in .... months
4) your processing time is ... months which is ... months longer than the average processing times that you can find at

There are 6 steps that must be done to send RFV:
1) determine which office is responsible for the client’s current country of residence; - You can also determine that from here

2) send the appropriate letter from the T: drive as each overseas migration office has its own individual letters; - This one we can't check, but yes - every office has its own draft of RFV letter and that makes it impossible for another office to process and send RFV to you even if you "deserve" one already.
3) add the relevant overseas migration office as a secondary office in GCMS; - Usually at this stage your Secondary VO will be assigned based on your COR, so if you followed your older GCMS notes you would see how Secondary VO might have changed from one to another right on the date when COPRs were issued on the tracker.
4) leave the CoPR/counterfoil at “Not started”; - In GCMS notes your COPR number and the additional details will appear and it will get a status "Not started" because it will be only complete when the PR visas are stamped.
5) upload copy of Ready for Visa (RFV) letter to GCMS; - You're likely missing this one and are just waiting for this. Last 2 stages happen together and there is likely to be different days/months between first 4 steps and last 2.
6) input GCMS note confirming RFV letter sent.

Thank you, I will add all those details. Also, there is no way to directly raise a web form for Montreal right? because if I select a Visa office inside Canada, I don't see any option to select which visa office.
I managed to get connected to a customer service agent via call (thanks for the fongo world suggestion), they just said that your application is still in progress and although ircc guidelines says that any application should get approved within 27 months and mine has been going on for 28 months now, he could only suggest to wait for the ircc to send me an email. He didn't provide any other update.
Waiting for the gcms notes now.

Status was update to in progress when we got a request to submit the spouse's biometrics that is on 13th jan. We gave biometrics on 17th Jan and it was completed on 10th Feb.
In between they also asked for some additional documents as well which we submitted before 10th Feb.

I am not seeing any option to add documents when I am raising a web form for processing office within Canada. Which option should I select under webform category?
Have already sent a communication with GCMS notes to Delhi Visa Office.
P.S - just received GCMS, file was approved way back in February and the officer has made a remark to issue RFV mail.

From my GCMS notes I could see that my file was approved in February before COPR was generated. So if you can see your COPR number, raise a request for GCMS notes asap.
Then start sending email to the concerned VOs if you can see your file is already approved. It was only after i send an email to Delhi immigration attaching my GCMS notes, that they forward it to my Primary VO and they respond within a day on that mail.
Hi folks, may I ask a question, I got my COPR details in the tracker today May 11, I am an EEPNP applicant with all stages passed since April 14. So normally how long can I anticipate the golden email?
On 22 may i will complete 3 months of wait after all stages completition and COPR update. If i order GCMS notes it will take atleast a month. Should i give it a try??

Congratulations , what's your primary VO ? my PVO is Ottawa and my SVO is Syedney I dont know if can't contact theme via email?
