passport request letter 06 May 2023

question ,i submitted another application through IRCC NEW PORTAL on 28 January 2022.
is there a way to to request to widthraw and refund the 100 CAD?

Applied supervisa for in laws in November 2022 & since then radio silence. Requested my rep to sent webforms to Abu Dhabi visa office & finally heard from back them stating that background checks are run by third party agencies & IRCC is not in a position to determine when the applications will be finalized.
Not sure what to do. It shouldn't take a year or two to decide a simple visa application.
