Walk in should be available but you will have to go first thing early in the morning
I remember there copy centre few shops away many years ago but not sure if it still exists now
Worst come to worst you can get the copy from within BLS as well and I dont have to spell it out, those guys rip you off in the name of "value add services"

For Photograph, we upload it on the OCI portal and then same photograph is automatically added on the application form. So, do we need to take the same photo as well, or the photograph in the application form is all that is required?

as @eparker42 mentioned above, You'll need to submit the photo that you uploaded on the OCI website to BLS as well.
In case of minor's you would need one more photograph, which to be pasted on the No Objection Letter as well.
Agent at bls told me if one parent doesn't have a status in Canada, he has to sign the form and NOC and notarized it and send the original via mail. Can he actually scan and send it through email or do I have to submit the original itself?

On the OCI Ottawa checklist I do not see anywhere it states that the document needs to be translated.
