I understand this to say a minor who is either without a Canadian parent, or without a parent who is concurrently applying for citizenship, can only apply on paper. Therefore, a parent who is applying for citizenship online can at the same time apply for a child online.

ok so based on below , may be we can apply online all together as Family application with minors right? but does any body know if need new PCC since we were in canada for past 5 years
As a minor, the minor must:
be under 18 years of age on the day you sign the application
be a permanent resident (landed immigrant) of Canada
have at least one parent (includes legally adoptive parent) who is a Canadian citizen or who will become a citizen at the same time as you (applying together as a family)
can’t have any unfulfilled conditions relating to their permanent resident status
can’t be under a removal order (asked by Canadian officials to leave Canada)
can’t be inadmissible or prohibited on criminal or security grounds.

If you apply as a group and at least 1 application in the group is incomplete, you understand and agree that we will:
return everyone’s applications
not identify the co-applicant(s) with the incomplete application to the whole group
The affected co-applicant(s) will get a private message about their missing information or documents.
Your USA stay is before 4 years which negate the need for PCC. Also application is not rejected, they give you time to provide document if they feel its needed.

Kids separately without parent would have to go the paper route. Online currently only support Canadian citizen parent or one of the parent applying.
Returned application is not a big deal as you can rectify and submit again. Paper AOR is very slow these days. Online is better.
