Thank you for your very detailed response.

I already applied for the Open Work Permit extension under the TR 2 PR in January, 2023 before my work permit expired in April, however it is still being processed.

I wish to know if I should still apply under this new public policy? Would it be too many applications? Please let me know what you think and if I should go ahead still and apply under this current policy.
Glad you already applied. That means you can still work under maintained status. I would continue to wait for PR &/or the OWP under TR to PR because if your passport is valid past December 31, 2024, you will receive your OWP out to that date according to the policy. On the other hand, the PGWP extension would be 18 months from the date of its approval, again assuming your passport is valid out to the end of that date. So personally, I would wait until closer to the end of this year but before December 31, 2023, and then decide to apply if PR hasn’t come yet or if it looks like you can get an extra 6 months out of the this PGWP program. it seems like part of the strike over and IRCC will return to normal
Finally that’s a good news, start of this new month. I hope they finalize all pending files soon as they might have got many more file within these few weeks as well as new applications for pgwp as many students got graduated this month. I hope they will end up tr to pr files soon ✌

I am thinking that it seems like all the application of TR2PR under normal processing time are all done, or will be done soon.
I mean, so far, if someone's application still waiting there, it could go into the enhanced background check process, which means could be 2 - 8 month more.
Is there any application still waiting for eligibility?

As per my telephonic conversation with ircc Eligibility and criminality in progress, security needs to be started

My Eligibility didn't pass on my account until the day I received eCOPR on Feb 13, 2023 but according to my GCMS notes ordered through CBSA, it actually passed in August of 2022, and even the call centre agents didn't know that. My Background Check & Final Decision also didn't show any change until I got eCOPR. I suspect there are many others out there with various steps 'passed' but it just doesn't show and all of the boxes don't seem to get ticked by an officer until near or at the very end. You and others may be further along than you realize. Best wishes!

it seems like all the stream applications touch the last day cases.
for example, Stream B non health english was closed on July 16, 2021. So far, we can see a lot cases on that day received the pr confirm email.
other streams were already done.
The people left could be, i mean just could be brought into a different and longer processing program.

yes, this is what I am thinking, maybe all the cases are already passed eligibility now. We need GCMS notes to confirm that.

You are the June 24 case, I just guess that your eligibility is already done, and security ongoing.
Or maybe some cases will stuck at eligibility? I don't know.
If you want, maybe GCMS notes would be a good choice.

Today my Interim for TR to PR OWP will expire but they're still processing my OWP application.
Anyone know if I'm still implied status or not?
I need 2 pieces of ID for Driving test soon and I don't think I can use my expired PGWP anymore. The interim document for OWP under TR to PR expires as well. So, I don't know which document should I use for ID other than passport
