They have received Confirmation of permanent residence documents from the Embassy and they now need to land in Canada before the expiration date.
They have NOT landed in Canada yet.
If I withdraw my sponsorship application at this stage, would I be able to get a refund of the Right of permanent residence fee that I have paid, or at least some portion of it?

There is still a chance that it will be refunded. But I think OP needs to try to withdraw the application. There are a lot more involved if the applicant lands then just the RPRF.

Thank you all for your replies. From what I understand, I will have to withdraw my sponsorship application in order to initiate refund.
I will keep you posted on the outcome.

I think you need to be aware that there are a lot more than just the fee. If your sponsored applicants landed before you withdraw that sponsorship, every single dollar they get from social assistance will need to come out from your pocket. And it's from 3 to 20 years (undertaking) depending on what kind of family sponsorship they are under. That's way more than the $500 ROPR fee.

I didn't know they have a contact center. I have always communicated with them through mail.
Do I just ask them what happens if I withdraw my sponsorship application and that the person being sponsored has never landed?

I don't understand your hestiation to withdraw the sponsorship. Why do you need to ask if you do not want the applicants to land?
Just request to withdraw it.

The thing is that if I won't be getting any refunds, I could just let the application to expire, instead of going through the hassle of withdrawing it.
