As far as I am aware, yes. IRCC checks whether you are eligible for the points you are claiming. As job letters are a way of verifying work experience which you claimed points for, it is part of the Eligibility check. Not sure about proof of funds as I am CEC and we don't have that requirement.

IRCC didn't contacted any employers of mine. I have seen a lot of people who say the same too. I think they very rarely do the employer verification. My banker did inform that IRCC will reach out to them (so I guess POF validation is pretty common).
There is no set time for anything here. It may take as much time as several months for the background check or it could be done within a few days. No one here can tell you anything with certainty because it also depends a lot on the visa office (e.g. the snail-paced Montreal v/s the rapid processing at Ottawa VO). There are threads on this forum where people have been waiting for many months for just the security check to be done. You can call IRCC to ask for a status update.

There was an old thread on this forum where someone mentioned how their current employer did receive a call from an IRCC agent. I'm assuming that IRCC only does it in those rare cases where it's difficult to trace any legit online footprint of the company, so perhaps it was a basic check to ensure that the experience wasn't fabricated. They probably have other means to verify employment checks without having to call the actual company.
Mine still hasn't changed since January 22 (AOR), so I guess they haven't finished the completeness check yet. It's really weird that some people get it processed within the first couple of weeks, while others have to wait for months to get their first update.

Saw a GU today on CIC account with no changes
