Small update today for me. Resubmitted January 24th. Today the return reason changed from "photos are missing" to "Incomplete application". The status is still "submitted" and the view button is greyed out.

Any advice?
I sent a webform asking what was missing but I never got a reply. I also called IRCC but it wasn't helpful as they did not have any record of my application. I saw some post about portal having a glitch so I just waited and it went away after two weeks.

Would call them Jeff to understand what exactly is missing which is weird since you cannot submit without having uploaded all required documents first so yeah could be a glitch like you said

We talked to them yesterday, not sure if the message was there at that point though. They just told us they ar processing applications from the first week of January. The fact that I can't view it and the application still says submitted makes me think it is a glitch from what I have read on here.

Hi, anyone who had applied in Jan 2023 for PR card renewal, paper based application. I have sent the documents on Jan 16th and it had delivered on Jan 18th. No AOR yet and the current processing times shows as 68days.
Very similar case to mine.. they received my application on 31st Jan, but radio silence since then

Good afternoon all. I did my landing on this date and PR card took 10 days to arrive - I checked in Immitracker, a well known Immigration application tracker and that’s normal. But my friend who was waiting over 3 weeks figured out that it was lost in the mail.
