I am PR candidate qualified for both FSW and CEC. Got an ITA while I was in Canada, submitted all the documents except PCC for which I only uploaded the empty form just to complete my application so that I can get an AOR because I was in a rush to travel to India. Now, IRCC emailed me asking for the PCC, so my question is can I file for PCC from inside India or I have to go back to Canada and then file for PCC?
This thread is for the specific ‘TR to PR Pathway’ open for applications only between May 6-Nov 5, 2021, so our program may not have the same rules or liberties as yours. That being said, we don’t have to provide a PCC for Canada (it’s already covered in the processes in IRCC’s Background Check) only for those countries we lived in for 6 or more months since turning 18. We have been permitted to provide (upload) documents from outside of Canada.

That’s what I did, I started calling them around 8:30 am and call got connected around 9 am. I will recommend you to call them till the call gets connected.
Hi everyone, don't loose your hope. Your time will come, after I received my Approval/PR email request the whole process was quick. It is funny, because when I moved to a smaller town everything started to move waaaaaaaaaaay quicker, so may be there is some kind of sort by city/region in this process.
Another point, my file was stuck with an agent that was off since 2021, after my file was sent to another agent, everything started to move. So something wrong happened in their end as well. By the way, my file was approved since November 22, but waiting for supervisor to approve it, that happened only Jan 05.
Anyway, here is my timeline.

Second- how do you know all of this inside lol? I mean how did you get to know that your file was approved since Nov 22 and who was your supervisor and stuff? Just out of curiosity lol .
It's very irritating to continue waiting like an ahole under this stream. This country is a refugee land, it doesn't has any respect for in-house economic immigrants.

I guess it is a queue system which everyday handles lots of call the same time, so even the queue is full, then it will give the 'our agents are busy, there is no available agent'.
Just do it again and again, and there are some tricks to make it easy if you want to search this thread back a few page, lots of people here are sharing their experience and suggestions.
