My Tracker got updated on Feb 9th , Feb 14th and Today as well but status is the same BG and Eligiblity not started. Mine is AOR Dec 12

My spouse address in tracker is different.
As per what I have seen is that applicants without dependents are processed first.
this is common consensus, but no one knows for sure. I know people with dependents who got their PR fairly quickly. IRCC process is highly sporadic.

Yes, I have used old medical and it is passed now.
After countless attempts over the phone, I managed to connect with an agent to discuss my application status. They gave me not much extra detail than what I'm already seeing in the status tracker, but thanks to that phone call I now know which VOs are processing my file (see my signature).
