The key thing is that it's not impossible, it's just only really hard to get one unless you really prove very very very strong ties. Nobody stops from trying and it won't affect the PR application at all.

Hello my husband and his children received their medical. I am his acting representative. On the form it has my address in Canada on it and he is in Dominican. Is that an error or is it because I am the acting representative.

I don't think there is any issue with this. My husband received MR on Gckey portal, with my address in Canada, and his medical report has been passed.
If you notice, our names (representatives) were prefixed by C/O because we are the representatives.

I (sponsor) received Aor on my email , and my husband recieved the email for biometrics fees & request for additional documents.
