Yes you should send the dependent's passport to the VFS in the country the dependent is in for stamping and they will also get their COPR document when the passport is returned. I also have an outland dependent and I'm the Principal applicant in Canada. Their passport stamping won't take long the long wait will be for you to receive your eCOPR.
Note: Even if your dependent has their passport stamped they can't travel until you as the principal applicant have received your eCOPR
an employer applies for the LMIA if you need one- it's not something employees do. In general work permit applications should be the responsibility of your employers as there is a bunch of paperwork they need to fill in.

Hello to answer your questions my timeline is in my signature.
1. I am currently still waiting on my eCOPR since Oct 14. I received portal invite on October 14 and submitted my declaration, photo and address same day.
2. My dependent's passport was stamped and returned with her COPR document on Oct 20.
LMIA exemption number ( got from employer after they paid employer compliance fee ) - how long it is valid ? One time ? Do I need to renew it when applying for work permit renewal?
