Why does IRCC not communicate? Problem with Study Permit easily fixed with communication.

I applied for my study permit in May 2022 from Bangladesh. Recently, I got my study permit approved but I also had to renew my passport. The passport I used for my study permit application expires in a few months. I got my passport request letter but I am confused about which passport to send for the visa stamp. Do I submit my old passport or my new passport? Or both?
I'm assuming I have to inform the IRCC by WebForm, but does anyone know how long it will take to process?
Do I submit my passport and inform them after? Or should I wait for a response from the IRCC before submitting my passport?
I tried talking to the embassy in Singapore and reaching out to VFS but to no avail. Why is Canada like this?

Students should also use some logic. Why would you send your old passport when it likely expires before your studies start or right after your studies start? As others have already said just send in the new passport. No need to wait for permission.

Thanks, this is very helpful. I will just take my new passport and send a photocopy of it to IRCC via WebForm. Is that what you did? Did IRCC respond to the WebForm at all? Did you have any trouble at the border?
I didnt sent any webforms or anything like that.it was for my younger sister ..my dad took both the passport to vfs dhaka for stamping on july 2022...they just took the new passport for sending it to singapore visa office.got back with the stamping in a week time..no problem at the border .and also its written on ppr that u have to send only ur valid passport.
