Yes, you need to have your spouses PGWP in your application for a SOWP. It is one of the necessary documents to have your work permit approved.
I am in the same position as you, I uploaded my spouses PGWP yesterday as we only just received it. I applied for my work permit March 28th, with paystubs and letter of employment.
I applied Jan 28. Eligibility stated around 13 July. Nothing yet. Also I had mentioned in my application that I have an Permanent Residency application in progress as I also had applied under Tr to pr Pathway last year.

I didn't see any approvals on this forum since 2 weeks ago I guess. It would be great if members can share your timelines if they got approved so that others can track the actual processing times.
My work permit has finally been approved!
Applied: Jan 26th
Eligibility review started: Aug 2nd
Approved: Aug 3rd
Total: 189 days...
For the record, my study permit expired 26 days before I submitted my PGWP application, which is most likely why it's delayed. As long as you pay for the $350 study permit restoration fee and your SP expired for less than 90 days, you are fine.
Does anyone know if you can apply for SIN number with just the PGWP document number? (It will take a few days to receive the physical PGWP document but I do want to get my SIN asap)
