Maybe it's because your dependant isn't a Canadian citizen? I read from this forum that someone added their Canadian citizen partner, and they got their PR fairly quickly. Or it can be like you said it's case by case. It all depends on the officers.
After almost 295 days post AOR here is the progress:
Eligibility: passed Security: In progress (due date is 2022/09/29 and it's been assigned to Whitehorse) - Security Screening: Not started (due date is passed and it's been assigned to Whitehorse as well) Criminality: In progress (this was passed when I got an update from my MP in Jan 2022 but now it's back to in progress) Medical: In progress (this is for my spouse, my medical is already passed, she hasn't received the medical instructions letter yet) Info Sharing: Complete

I don't think they really care, as long as you pay the tax and application fees it's fine with IRCC. And it's more worthy for them too because you need to pay for basically any status in Canada (TRV, WP, PR, Citizenship) and that's how they make money.
Of course, many of us also paid almost tripled a Canadian citizen's tuition for university.

I applied on July 09, 2021 in Stream B English. I got my BIL and AOR on June 08, 2022. Linked my account the same day. Today, on July 08, 2022, I saw a request for PCC. I took a picture just in case I have to take IRCC to fucking courts. I opened it and found out that it was issued on June 08. It's already July 07. But that's not the issue. I go to submit my document and it says document overdue. Apparently it was requested even way before and I received the request letter today. What the fuck? What do I do?

Even i got document overdue for a adr..when i called agent in jan regarding this he said it was actually supposed to be sent in dec hmmm..but still i uploaded and submitted..its fine as long as u can upload n submit. Webform also works
No you don’t get my point. I don’t want to disclose but in Govt organizations, each officer is allotted certain inventories. If they’re not able to meet nos, their contracts aren’t extended. Not sure how it goes in IRCC. Seems like this & Passport office are the only useless Govt departments with no accountability

I think they are gonna finalize ur file by sep..i mean to say in the next coming months..u can get pr..my estimation is by September bSed on ur cbsa notes
