Yes it was. I think they have improved the speed recently. Hopefully those that have been waiting for years get their's processed too.

I am contemplating whether to apply online or paper. This outlier of AORs are further fueling my confusion

With paper you could miss something then you may have to reapply if it gets sent back. But with online application you won't be allowed to submit if something is omitted. But you can look at the Google docs sheet to compare just to be sure
