Okay so my girlfriend was living in Canada for some years she was a refugee, but she returned to her homeland with her family and she’s been living there for 4 years now, she wants to come back to Canada on her own but she’s worried that she won’t be accepted back into Canada, I understand that if you’re a refugee you’re not allowed to go back to your homeland, does anyone know if it’ll be a problem if she does get on a plane and come back to Canada after being away for so long?

When you say that she was a refugee, do you mean that she applied for refugee status and her application was refused? Or do you mean something else? Full details are needed.
If she was accepted / approved as a refugee, what is her status now? Is she a Canadian citizen or is she a Canadian permanent resident?

So I’ve just spoke to her and she said she was protected by the Canadian government, she’s not a citizen, her dad got deported but she was still living here with her mom , they were good to stay but her mom didn’t want to live without her dad so they moved to back without notifying immigration that they were going to travel

She cannot be protected by the Canadian goverment by returning to her original country and not being a citizen.

Then does she have visa exempt passport? She will need to apply for Visitor Visa or eTA to be able to visit Canada.
It's not "coming back" since she didn't have any status here before.
And while applying, she needs to disclose her previous attempt to claim for refugee.

In that case she has no status in Canada. She is no longer a protected person.
Assuming she wants to return as a visitor, she will need to apply for a TRV or eTA (depending on her country of origin). She will need to declare the refugee claim in that application. It may be quite difficult to get the TRV / eTA approved.
