I have a Closed work permit until January 2024. I have just resigned from my job. Can I switch to an Open work permit?

In that case it doesn't look like you would meet any of the criteria to apply for an open work permit.

The main option you have is to secure a job offer with a new employer in Canada, have that employer obtain an approved LMIA, and then you can apply for a new closed work permit tied to that specific employer.

You may want to change your status to visitor if no longer working.
