Generally speaking, scholarships are only available at the Master's and PhD level.

Chances of getting a full scholarship are almost NIL. You may want to focus on scholarships from your country/region to study in Canada.

First is to get admission to a school, and then work with school on possible bursaries/scholarships. As mentioned you may get funding if completing a Masters/PhD.

You'll have to do this research yourself by researching universities in Canada and what programs they offer through their websites.

If you don't want to do this research yourself, then you should look into hiring an immigration lawyer or consultant to assist you.
