your opinion please, renew study permit and counterfoil

My baby sister is an international student in Canada. doing a Master's program at a University.

1. her study permit and her counterfoil expires on November along with her passport.
she renewed her passport, now do we apply for an extension for the study permit? and do you need to apply separately for a new counterfoil on the passport?

2. she got from her university a T2202 a tuition and enrolment certificate. she did not have a job in Canada yet. does she need to submit taxes?

Why would she not file her taxes ?
She could be leaving some benefits on the table she’s eligible for . The only way the Government knows she’s eligible is if she FILES
