If study permit holder stops attending classes since January 2019, but is living with boyfriend for over a year does this apply to the study permit holder if the study permit says they can stay here until August 2020?
Boyfriend is on PGWP works fulltime as Project Manager.
Does this mean that study permit holder can stay without being deported if they stop attending classes but not going to school, but study permit is still valid?
If a student is no longer studying then they are not obeying the terms of the permit to maintain full time study so should either have left the country or flipped status to visitor. Once you stopped studying the college should report you to IRCC leading to the permit being cancelled
If boyfriend is on a PGWP in a NOC 0A or B job and you meet the definition of common law you should have looked at a spouse open work permit.

If you stopped attending school in Jan 2019 then your school most likely reported this to IRCC and your study permit was most likely canceled (and is no longer valid). Most likely you are now in Canada without status / illegally. The fact you are living with a boyfriend won't matter.

No it doesn't.
You should switch your permit to something else like visitor or work permit under your spouse/common law if his job qualifies. While you have violated your permit there is a chance this has not been detected by immigration so far so you should move quickly.
