None of the PDFs on the URL above except for the photograph instructions yield any forms. Instead, it downloads a PDF saying that my Adobe version is wrong.
I've tried this on Linux on Firefox browser (didn't work), on Windows on Edge browser with Adobe Acrobat Reader DC (didn't work) and on Android/Chrome (didn't work).
There are numerous requests about this issue on this forum already and none of the proposed solutions work.

It opens a PDF file that says "The document you are trying to load requires Adobe Reader 8 or higher. You may not have the Adobe Reader installed or your viewing environment may not be properly configured to use Adobe Reader. "
The same thing happens when I open it on Microsoft Edge under Windows. Can you share your OS/browser/Adobe version?
If on Chrome try changing this setting - Go to settings and search for site settings/content settings and then additional content settings followed by PDF document then enable it and relaunch the browser and see if it downloads the documents or no.
I followed all those instructions and the PDF files downloaded directly. After opening them, Adobe makes me log in and after logging in, Adobe says "Error: This form requires Adobe Acrobat Reader DC for Mac or Windows". This is on the latest 64 bit version of Chrome OS.
Not sure of Chrome OS as I guess Adobe reader is not supported. Have you tried the PDF extension for Chrome. It should work. Link is below. Once added try launching the document via chrome and see if it launches
Using PDF-viewer (the extension above) yields the same results as the first post. I get a PDF with an error message inside. This is unbelievably frustrating
