For the application for the person that is being sponsored:
Years of formal education:
He finished high school, did 4 out of 5 years in University but didn't get a degree. Does he put those 4 years he spent in University to count towards his years of formal education?

He should, but without a degree they are not counted (doesn't matter in a spousal application, but would in a FSW application). But he has to account for those 4 years in the application.
I have a similar question. I did three years of preschool (from age 3 to 6). In my country, those years are compulsory, and they taught us numbers, letters, etc. Do they count as years of formal education?
