I am looking for suggestions for my friend..
-Day after she applied for CEC, her application for Employer specific work permit refused and is now under 90 days restoration period.
- Her file was incomplete and LMIA is still valid until December 6,2024.
- Her employer wants her to rejoin ASAP.
- Should she apply for BOWP with restoration which can take months
Or apply for visitors record and visa with restoration and Flagpole and obtain Employer specific WP at the border
Or just reapply for restoration and Employer specific WP adding the missing document.

BOWP depends on what "applying" for CEC means. She is out of status and needs restoration so applying online will not be the quickest way to start working again.

Can you please elaborate on the reason for rejection? Sorry, I am in a similar situation and curious to know what could be the reason to reject even after getting the approval of LMIA. Thanks!
