I am planning to apply for my parents sponsorship in January 2019. I became Permanent Resident in September 2013 and I have recently applied for my citizenship. I have a few questions on this.
My sister is 21 years old and turns 22 in August 2019. When I apply for my parents sponsorship in January 2019, Can I sponsor my sister as well in the same application because she falls under a dependent age criteria under my parents?
I am currently sponsoring my common-law partner and her file is under process. Can I sponsor my parents (and sister if applicable) as well with 1 sponsorship file already on going?
If I am able to include my sister as well in my parents sponsorship application as a dependent, what minimum income should I consider & calculate from CIC, 2 persons income or 3 persons income from the past years?
The key is that IRCC received your completed application before any dependents turn 22. You may be able to get your sister under your parents PGP so long as they recieved your application before your sister turn 22 and that she doesn't get married or become common law until your parents land as PR.

You can only include your common-law's income if he/she becomes a PR before you apply. In the form, it ask for your common-law's status and PR or citizen info.

You are correct, I didn't realize that the OP is currently sponsoring the common law spouse for PR as well. So it appears that the OP cannot include the common law's income as part of family LICO income until he has become PR first. So the OP can only add the common law's income if he lands as PR before Jan 1, 2019.
