Hi, I will be graduating next week from my current masters program. My question is:
I am currently applying for jobs in Canada and I already know that most of these offers want me to start soon. However, applying for PGWP and waiting to receive it takes about 90-100 days. Can I start working while waiting for the PGWP? How can I prove to the recruiter that I am eligible to work full time? Can I show him/her that I have my application on hold and its totally eligible to work while waiting for the PGWP? Thanks.

In between finishing your studies and applying for the PGWP, you can work 20 hours per week. As soon as you have written confirmation of graduation, you have to either stop working or apply for a PGWP. As soon as you have applied for a PGWP, you can work full time.
