According to the immigration office, I can work under an expired work permit if I submit the application to extend my work permit before my work permit gets expired; however, I just asked Service Canada, and they wouldn't renew my SIN until I have my new work permit. Service Canada says if my employer and the immigration office allow me to work, I can work. Does it mean I can work under my expired sin when I am applying for work permit extension? I need the work experience that is under the expired SIN to make my work experience a full year, will it affect my PR application in the future?

As Service Canada already told you, you can work on the expired SIN.
