While studying in an institute which is not eligible for PGWP, can study visa be converted to work permit if student gets the job during the course

If you secure a job offer and your employer obtains an approved LMIA, you can certainly apply for a closed work permit. Approval of the work permit is not guaranteed. But you can certainly apply with a job offer + approved LMIA.

If you graduate from a non DLI then You aren’t eligible for a PGWP. When you graduate you will need a LMIA and the closed work permit.
