I intend to apply for a Work Permit to launch a new business in Canada. As far as I could understand, for an entrepreneur, the options are to apply either under an employer specific work permit or under the C11.

1. As I intend to launch my new business, I do not understand the former option as to how I might get an employer's job offer if I am not applying for a job? Does that mean that I incorporate a company in Canada, and offer myself a job and then apply for a employer specific work permit?

2. Seems that the only option is C11. Is my understanding correct?
