Again in 2019 - with a new work permit i am here in Canada

So why don’t you look at immigrating first through Express Entry? You need your degree assessed and take IELTS. You need a high score to be invited. What is your job skill?
If you want to work in Canada first, apply for jobs on Canadian job sites like Indeed. You need a job offer and your employer needs to file for and pay $1k for a LMIA. The LMIA shows that no Canadian or PR could be hired, only you. Then with LMIA, you apply for a closed work permit. For the permit, you show that you are experienced to do the job so you need ECA for MBA, language tests and employer letters.

You need a job offer from an employer in Canada and an approved LMIA to apply for a work permit. There are no jobs or employers on this forum. You need to start by finding a job yourself. Apply for jobs through sites like Indeed and LinkedIn.

You need IELTS, it is mandatory. For Express Entry, you need CLB 7 in all areas to be eligible. This is for eligbility not an invitation to immigrate. You will want IELTS if you get a job offer with LMIA to prove you can converse in English and/or French.
