If you intend to/already apply for open work permit via inland PR, can you still look for job-offer work permit under the April 1, 2021 Public policy exempting certain visitors in Canada from immigration requirements?

Sure - you can. However the second process generally requires an approved LMIA on top of a work permit which will most likely take longer than the OWP that's part of the inland application.

Believe this is an H&C PR application so not the same thing as inland PR.
