No - you won't qualify for a work permit by virtue of your son being a student in Canada. Work permits are only available to spouses of foreign students in Canada (not parents / guardians).
If you want to obtain a work permit, you will first need to find an employer who is willing to offer you a full time job in Canada. That employer will then have to advertise that job for a month to prove no Canadian could be found for the role. Once this requirement has been met, the employer will have to pay a $1,000 processing fee and submit the LMIA application for approval. Processing of the LMIA application will likely take 2-4 months (possibly more). If the LMIA is approved (not all are), you can then apply for a closed work permit tied to that specific employer. This will take another month or more of processing time.
Just to add, if you come to Canada as visitors accompanying your 15 year old son and also want your 9 year old son to attend school, you should expect that you will have to pay around $15,000 for your 9 year old son to attend one year of public school. He will be classified as a foreign student as well.
