You have to find an employer willing to go through the LMIA process which costs money and takes time. Generally unless you have a sought after skill, getting a work permit from outside Canada is virtually impossible. Concentrate on immigration, if you are genuinely interested.

You would have to find an employer willing to go through the LMIA process, which costs them money, takes time and unless it is a highly skilled job, it is not guaranteed. If your field of employment is not highly specialized, I would focus on immigration streams, or coming to study.
