Work permits are certainly still being processed and approved. Processing is slower than pre-COVID-19. However IRCC never stopped processing work permits due to COVID-19. Work permits are not issued by the province. They are issued by the federal government.

They are still being approved although many provinces have limitted the approval for different sectors because thr higher rate of unemployment.
