You are very unlikely to find another Australian who has applied for a WP to Canada. They usually come on IEC visas which are approved almost instantly for Australians, or Australians who become PRs via Express Entry under FSW.
What is your brother's nationality? Is he actually Australian or an Australian PR? That would be the more determining factor than his residency.
And if he is an Australian legal resident, why does he want a WP for Canada? I bet he's taking a pay cut.

So that's probably the reason it's taking this long. Still curious about why he wants to come to Canada when they pay lots more over there for comparable jobs, unless he can't get PR there.
Its not difficult its almost impossible. The moment you are on the brink of fulfilling the requirements of a certain subcategory rules changes overnight. You are supposed to get same work experience in relation to your study. And work experience needs to be at the top level, how could an international student get an manager level job right after graduation?? Have to get your overseas education assessed even though have completed a study in Australia!!!!
