Work permit for refugee claimant not on welfare.

Hello

I am a refugee claimant since November 2018.

I mentioned in Schedule 12 that I need both study and work permits.

Until now I didn't get anything, I called IRCC two days ago and they said that I don't have any application for a work\study permit in my profile. and I have to submit a form by mail to an office in Edmonton. they sent to my email the forms.

While I am trying to fill the forms I noticed that one of the required documents is proof that I cannot support myself without recourse to social assistance.

I am not on the welfare now, so how can I submit this proof?
