Work permit extension

I am a provincial Nominee holder from Alberta. I applied for Federal part before 15 months but still waiting for medical. My current employer restricted work permit is expiring on 29 October 2016. When i tried to extent my current employer restricted work permit CIC ask for the letter from Province R204(C) which they never gave me with my Provincial Nominee certificate. How can i get that or am i eligible to apply for an open work permit with my provincial nominee certificate because i am currently on employer restricted work permit. Please guide me to get a new work permit.
